If you are looking to raise your house first check your policy for ICC (increase Cost of Compliance). The next step is to contact your local building inspector. In my case I contacted my inspector through my village hall. The village was quick to respond and the inspector was there in a few days.
When the inspector visits your house they will inspect the damage and note the findings on a worksheet that will be imputed into proprietary software from FEMA that will determine if your house is substantially damaged (50% or more of the vallue of your house prior to Sandy).
The inspector told me I should expect a letter in a week with the findings. If your home is determined to be substantially damaged the village will guide you through the next steps.
